Foreign Aid
OSPC monitors U.S. foreign assistance programs and levels, working to support constructive U.S. engagement in the world, transparency and human rights accountability in U.S. aid programs.

U.S. foreign assistance should be commensurate to U.S. wealth and should promote and strengthen human rights, democracy and cooperative global engagement. OSPC supports significant increases in U.S. foreign aid and greater efforts to promote transparency and accountability.

Specifically, OSPC supports larger contributions to combat HIV/AIDS and TB and would like to see more U.S. assistance flow through multilateral mechanisms such as the Global Fund. OSPC strongly supports the Millennium Challenge Corporation and would like to see it fully funded.

OSPC favors strong human rights accountability mechanisms and protections on U.S. military and counter-narcotics assistance. OSPC strongly supports the Leahy Law which prohibits U.S. assistance to security force units (military or police) that are credibly alleged to be involved in gross human rights violations.
