On May 9th, 2006, the Open Society Policy Center, and its partner organizations, commemorated the one year anniversary of the massacre at Andijon with a half-day conference. U.S. Senator John McCain and U.S. Congressman Christopher Smith announced during a panel discussion their introduction of legislation calling for sanctions and other measures against the government of President Islam Karimov.
